Strategic planning and FY22 and FY23 Funding Cycle extension

Colorado’s Chronic Disease State Plan and Tobacco Strategic Plan are set to end in 2020 but the state is extending the grants until FY23 in order to ensure an inclusive and comprehensive strategic planning process. The Board of Health will need to approve these extensions

 These strategic plans inform the funding priorities for the Amendment35 grant programs. The Cancer, Cardiovascular, and Chronic Pulmonary Disease (CCPD) and State Tobacco Education and Prevention Partnership (STEPP) Grant Programs contracted with John Snow Institute (JSI) to facilitate the new strategic planning process and update these plans. 


CCPD and STEPP want the next grant funding cycle to reflect these new strategic plans, insights from the community engagement and dialogue, and to respond to what we’ve learned from the evaluation of the currently funded projects. Much of the strategic planning engagement during 2020 has been curbed by the challenges caused by the COVID-19 pandemic, limits on travel, and the number of people with which the programs could engage. The programs want to extend their strategic planning process to ensure continued community engagement and dialogue so that the next round of awards is informed and shaped by the prospective community partners and progressive thinking about upstream factors and racial equity. Therefore, CDPHE will postpone the next round of funding opportunity announcements by one more year, into FY23 (releasing the next RFA in the summer of 2022).  


The grant extension proposals will be shared with the review committees and will be communicated to the public before the committees decide on the final funding recommendations. Grantees may use the public comment period to provide feedback. The Board of Health (BOH) needs to approve the extensions. Here is a draft timeline:

  • December 2020 - Review Committee approved criteria to be used in the extensions process

  • January-February 2021 - CDPHE will share grant project extension recommendations at committee meetings. Review Committee approves funding recommendations for extensions.

  • March 2021 - CDPHE will seek BOH approval on the extensions.

  • Spring 2021 - Contract extension negotiations.

  • July 1, 2021 - Contract extensions execution target date.
