Job Announcement - Prevention Services Division - Family Planning Program Director


The Prevention Services Division Family Planning Program Director position is responsible for Title X Family Planning (FP) Program oversight and supervision of professional-level positions. Specific duties/goals of this position are:

Management of Program Operations
  • Design strategies (including the identification of best practices), systems, processes, guidelines, rules and standards for the identification and delivery of technical assistance, consultation services (including clinical services) and data reporting.
  • Analyze baseline and benchmark data regarding program services.
  • Provide family planning consultation and leadership with locally-funded  agencies.
  • Act as a  liaison  to community groups and with partners in Women’s Health and other related department activities. 
  • Contributes to the work unit’s operations, including the preparation of the annual unit work plan and outcomes.

Grant Administration
  • Develop and monitor grant objectives, work plans, activities, and budgets for the FP Program.
  • Submit annual federal grant applications and reports by the required deadlines.
  • Oversees the Contract Management System for family planning contracts.
  • Authorizes the appropriate use of grant funds.
  • Reviews Requests for Proposals (RFPs) and special project initiatives.
Supervision
  • Supervise professional program staff and is accountable for duties, including signature authority, for actions and decisions impacting the pay, status, and tenure of others; planning and evaluating performance (at least as the Rater), including recommending corrective actions, resolving informal grievances and initiating disciplinary actions; start, perform, and/or complete the hiring process, interview applicants, and recommend hire, promotion or transfer; and responsible for the proper training, including on-going staff development, to ensure direct reports are sufficiently prepared to successfully complete job duties.    
Policy Development
  • Propose and develop policies and procedures related to family planning program. 
  • Analyze other related proposals, policies and legislation to determine impact on state and local programs.
  • Develop decision items, fiscal notes, and legislative reports and responding to questions posed by the JBC, OSPB and CDPHE Budget or legislative analysts.
